The Ministry of Agriculture and Farmers Welfare (MoAFW), on August 21, 2026, issued a draft Banning of Carbosulfan Order, 2026 under Section 27(2) read with Section 28 of the Insecticides Act, 1968, proposing a complete prohibition on the import, manufacture, sale, transport, distribution and use of Carbosulfan in India. The proposal follows an Expert Committee report dated June 12, 2026 and subsequent recommendations of the Registration Committee, which identified Carbosulfan as a highly hazardous carbamate insecticide and highlighted risks to human health, animals, birds, pollinators, aquatic organisms and other non-target species.
Under the draft Order, the Registration Committee would call back all certificates of registration granted for Carbosulfan, with such registrations deemed cancelled from the date of the final Order. Registration certificate holders would be required to return the certificates within three months, failing which action may be taken under the Insecticides Act, 1968.
The draft Order is presently not a final ban. It will be considered after 30 days from the date the Gazette copies are made available to the public, during which objections and suggestions may be submitted to the Joint Secretary (Plant Protection), Ministry of Agriculture and Farmers Welfare. If finalised, the Order would come into force on the date of its final publication in the Official Gazette, with State Governments required to take necessary steps for its implementation.
